Let’s make it!
I started out by painting all of the solid pennants with White Swan.

Then I painted the ones with stars cutouts Hello Sailor blue.

The ones with the stripes are painted Marquis red.

My stars are painted silver, with Testors precious metals silver paint.

I sanded them all down just a bit!

Then I hot glued the red and blue pennants to their white bases.

Next, I put three stars at the top of each pennant.

I like to connect the pennants with individual pieces of twine rather than run one piece through all. That way, they don’t fall together in the middle when they are hung up.
TIP: Just hot glue the twine on if you would like!

Here it is, ready for the final touch!

I added three strips of cotton ticking by slip knotting them in between each pennant, and trimmed them so they would be about the same size. This gives them the perfect finish!
